Whitemud Drive/34 Street Interchange (Edmonton)
In April 2003 the City of Edmonton awarded ISL the engineering assignment for the overall project management of the Whitemud Drive/34 Street interchange including engineering to be done by ISL, work by others (bridge design and construction, high pressure pipeline relocations and roadway construction), and liaison with City departments and adjacent developers. The project scope called for replacement of the existing at-grade diamond intersection with a fully grade separated diamond interchange to be opened by the fall of 2005, and integration of drainage requirements with adjacent land development activities.
ISL’s assignment included management of all project elements; preliminary and detailed roadway, storm sewer and landscape design on this major City entrance; retaining wall design; and relocation of six high pressure Imperial Oil pipelines.
A number of complex technical issues were addressed during the delivery of this project including large diameter augering of the 1.8 m storm sewer under the relocated high pressure pipelines, implementation of a groundwater management system to relieve soil water pressures and avoid potential blow-outs during deep trench excavation, detour accommodation of 40,000 vehicles per day during construction, complex cost-sharing negotiations with developers to share drainage costs, and on-going management of project costs and schedules.
Project management functions were advanced through the use of two Partnering Sessions (design and construction), a Value Engineering Workshop, on-going public consultation including one Open House, a Risk Assessment Program, and a contractor pre-qualification package.
The interchange opened on schedule in September 2005 at an overall project cost of $23 Million which was within the City’s original project estimate.
