23 Avenue/Gateway Boulevard Interchange (Edmonton)

23ave_20080813_0004The City of Edmonton retained Team ISL, led by ISL, in March 2004 to provide concept plan review, preliminary and detailed design, construction monitoring and contract administration services for this complex interchange along the south entry corridor to the City. Team ISL is a consortium of local firms (transportation, structural and geotechnical) who have successfully partnered to deliver major transportation projects.

The project consists of a split diamond interchange with 23 Avenue overpassing the existing Gateway Boulevard/Calgary Trail roadways, and the CPR railway (four bridges in total); and a partial interchange at 19 Avenue to provide a second access from Gateway Boulevard/Calgary Trail to the South Edmonton Common commercial development (the SB connection from Calgary Trail to 19 Avenue is grade separated). Extensive retaining wall systems are used to avoid encroachment on the existing adjacent land uses including the railway. Numerous pipeline relocations are required to eliminate conflicts between the interchange and a major pipeline corridor (12 pipelines). A large diameter (3m) storm tunnel provides stormwater storage and conveyance for the project. The estimated capital cost for the project is in excess of $125 Million.

Project challenges included heavy traffic volumes, construction staging and detouring, road safety audit issues, aging high pressure pipelines, CP Rail negotiations, confined right-of-way, interchange aesthetics, and a variety of existing land uses (residential, industrial, commercial) with conflicting interests. Project management functions were advanced through the use of Partnering Sessions (design and construction), a Value Engineering Workshop, Traffic Safety Audit, public consultation including Open Houses, and a Risk Assessment Program.
